ITALIAN INCENTIVES AFTER 2010
INCENTIVES AFTER 2010: HERE IS THE PROPOSAL ANIE / GIFI

According to Confindustria ANIE / GIFI (Group Enterprise Italian PV) the photovoltaic market in Italy will continue to grow in a sustainable way and create jobs with incentive rates reduced from the current.

The proposal for the nuo vo tariff regime after 2010 - the result of a participatory process which involved, in addition to Confindustria ANIE / GIFI, industry representatives, Confindustria and academia - is valid for five years (2011 -- 2015) and, in addition to the enhanced power limit incentives to at least 7,000 MWp (from the current 1200 MWp), provides the opportunity to revise the subdivision for power classes, to take into account the significant cost differences depending on the size and solution
connection medium and high voltage, and to adopt two types of plants: a land and buildings. There are many elements that come together in the process of building the new energy account: the need to strengthen the industrial sector through an appropriate national photovoltaic market development and the Italian economy, the cost of the facilities, taking account of the price of the modules, which has seen significant reductions in recent months, and the many professionals who currently involved in decision making and operational and collateral for businesses to start up the research and development, the need to plan an appropriate rate to accompany the Italian PV market towards grid-parity, to find the right balance between plants soil and plants on buildings. Confindustria ANIE / GIFI also proposes special bonuses for the overall architectural integration of photovoltaic (+25%), for installation in areas affected by environmental as quarries and landfill end-life (+10%) and replacement of asbestos roofing and Eternit (+10%). An interesting innovation is the proposed adjustment of the tariff incentive to 31 July of each year rather than 31 December. By virtue of what the tariff in force since 2011 would be valid one year and a half, until 31 July 2012. From 2012 until 2015, t ates are subject to an additional annual reduction of 5% continuing in this way to ensure adequate profits to investors, the whole business chain and the end customer, thus accompanying the market towards the desired grid parity, or alignment with the cost of photovoltaic current market value of electricity. The results of the study has contributed The validity of the proposal is supported by a study on the value of the energy produced by photovoltaic systems, produced in collaboration with Professor Arturo Lorenzoni, Professor of Energy Economics at the University of Padua and director of research dell'Iefe (Institute Economics and Politics of renewable energy and of the environment) from Bocconi University in Milan. The data show that emerged, with the fee system proposed in 2020 would ensure the installation of 15,000 MWp of photovoltaic systems and creation along entire chain of at least 90,000 jobs. The incentive would provide revenue to the State for 521 million € investment industry as VAT to be added to the € 156 million savings on emissions of CO2 avoided. Providing a unique combination of facts, figures and analysis, the study shows that increasing the share of photovoltaic electricity system will bring significant benefits to Italy and its economy. Photovoltaics is the technology that records the fastest growth in renewables and whose costs will fall faster than those of other energy sources.
